The Australian skipper has claimed 309 wickets in 71 appearances with an average of 22.10.
The Australian chair of selectors Bailey has declared that skipper Cummins will be a central figure in this winter's Ashes series.
There were concerns that the veteran bowler might miss the series due to a stress fracture in his back that had not yet healed.
Earlier indications from the squad suggested no official announcement had been made regarding whether he would play, with the Test matches kicking off on the 21st of November in Perth.
The selector shared that his recovery is on track and felt positive about his chances of taking part.
"We're aware that the window is narrowing and there are permutations around that, not just the physical problem, but additional elements," the selector added.
"The outlook is good. [We are] really confident that he's going to play a major part. Hopefully from the opening match. Should that not happen, then we'll pick it up."
Past Concerns
Cummins was ruled out Australia's limited-overs series against India and New Zealand recently after examinations confirmed a lumbar bone stress.
He has a history of spinal problems, with recurrences in multiple past seasons leading to absences from several home seasons in four years.
Cummins stated he would be bold in recovery efforts in his rehabilitation process to make the squad for the contest.
He mentioned that he did not know if the captain had resumed bowling as part of his rehabilitation but admitted it was "getting tight" for him to regain fitness for the first Test.
Alternative Arrangements
In case of absence, veteran batsman Smith will lead the side.
The talented all-rounder was withdrawn recently from the ODI lineup for their one-day international series against India as a precautionary measure because of soreness in his side.
He labeled it as a "minor" injury and confirmed that he'll feature in the state-level matches, so will be "ideally positioned to be ready to bowl."
"Extensive planning has gone into building out the plan for him to take part for the initial game as an dual-role player," he elaborated.
"Originally, he'd only feature in the initial matches anyway. His aggressive style the cricket bat in white-ball cricket, even if it just sets him back for 24 more hours, we opted to approach this more conservatively."
